Basic Needs Allowance (BNA) Background. Reference (a) announced Navy policy and command screening procedures for the implementation of a new taxable allowance, Basic Needs Allowance, which provides additional income to sailors who fall below 130% of the federal poverty guidelines (FPG) for the area of the permanent duty station. 3. ISSUE 223802. Eligibility to BNA requires that a sailor meet all of the criteria listed in paragraph (3) of reference (a). Sailors should further determine their eligibility based on their total gross household income (GHI) before starting an application. Resources available to assist Sailors include but are not limited to their Command Pay and Personnel Administrators (CPPAs), Personal Financial Managers (PFMs) at the local Fleet and Family Support Center (FFSC), and their Command Financial Specialists (CFSs). ISSUE 223803: Required BNA Documents. Specific tools and templates are required to be utilized during command screening, notification, and application processes. (a) Application Cover Sheet - Required to be utilized for application and command screening. (b) NAVPERS 1070-613 Screening Notification - Utilized for all official notifications once a Sailor is screened as potentially eligible. (c) Other source of household income used in filing taxes - Applicant must provide (if applicable) all income source from the previous calendar year, as well as the current monthly income. CPPAs will submit all required documents to MNCC via eCRM to initiate adjudication process. NOTES: The following are key notes for the command and the member regarding BNA: (a) CHANGES TO HOUSEHOLD INCOME. If there is any change in household income after commencement of BNA payments it is incumbent upon the member to notify MNCC as soon as possible to preclude any possible underpayments or overpayments. (b) POSTING TO THE LES AND MMPA. BNA will reflect on the member's Leave and Earnings Statement (LES) and on the Master Military Pay Account (MMPA) as "SAVED TAXABLE PAY". 5.
